The Energy Conservation Bill Payment Assistance Program (ECBPAP) is a state-funded program that assists low-income households with their electric bills. ECBPAP is administered by the California Alternate Rates for Energy (CARE) program.
To be eligible for ECBPAP, customers must meet the following criteria:
Be a low-income household ( income at or below 200% of the federal poverty level)
Be a residential customer of an investor-owned utility (IOU)
Have an account in good standing
Demonstrate a need for assistance
If you are eligible for ECBPAP, you can receive a one-time payment towards your electric bill. The amount of the payment is based on your household income and the size of your household.
If you are struggling to pay your electric bill, ECBPAP may be able to help. For more information, please visit the CARE website or your local IOU.
