Utility Start-Up
Clearfield City requires residents to complete an Application for Utility Service and Financial Responsibility Agreement before services begin. The application can be mailed or emailed. In addition, the application is available at our office on the first floor of City Hall at 55 South State Street. Clearfield requires the property owner to maintain financial responsibility for City provided services and proof of ownership is necessary to establish an account.
When signing up for services, please ensure all water is turned off at the residence. This requirement is to ensure that flooding/water damage does not occur when a city technician turns the water on at the meter located near the street.
Once complete you may email the Start-up Agreement form to utility.billing@clearfieldcity.org or mail a physical copy.
Curbside Garbage Collection
Garbage is collected once a week. Find your location on the garbage schedule map to determine your collection day. Recycling pick up will be every other week on the same day as your garbage. Clearfield City contracts residential garbage removal with Waste Management of Utah. Only trash placed in city issued garbage cans is collected. Please bag refuse before placing it in garbage can(s). Pick-up begins early, around 5:00 a.m. Please have can(s) to the curb by this time. Cans may be placed curbside the night before scheduled trash pick-up. Likewise, please have garbage can(s) removed from the curb within 24 hours of pick-up. Clearfield City does not provide garbage collection for multi-unit and commercial customers.Trash service will be delayed by one day on the following holidays:New Year’s Day, Independence Day, Thanksgiving Day and Christmas Day.Please contact call our office at 801-525-2701 for questions about damaged cans or missed trash pick-up.
Security Deposit Information
If you terminate or move out of Clearfield City prior to having your security deposit applied to your account, the deposit will be applied to your termination billing and remainder refunded by check. Balances less than $10.00 are not refunded.

Clearfield City provides culinary water, sewer, garbage and recyclable collection, and storm water services to its residents. Clearfield City does not provide secondary or irrigation water. The City bills for services after usage. Residential utility charges are partially fixed and partially variable. Water charges fluctuate with usage.

Can I discontinue Recycling?
Do I need to have a seperate recycling can after the new sorting system is in place at the land fill?
Although they will be recovering a large portion of recyclables from your regular trash can, they will not be able to recover paper clean enough to market for recycling (there is currently no market for mixed paper, but that is likely to change in the future). Also, the other materials you place in your recycling bin will be of better quality than the materials we are able to recover from the general waste stream.
Keeping your recycling bin is a matter of personal preference. In fact, if you otherwise need two garbage cans, the recycling can is typically less expensive than a second waste can. More info
What can we place in the recycling container, and how often will it be collected?
You’ll receive a blue 96-gallon container that will be picked up every other week on the same day as your trash service. Check your schedule here. You can recycle the following:

Why can't we include glass in our recycling bins?
According to Waste Management, there is not enough glass in the Utah market to make it worthwhile to install a glass separator. Broken glass can also contaminate the other recyclables in the bin.

Recycling helps to save energy, reduce pollution and water consumption, preserve natural resources and create jobs.

Neighborhood Dumpster Program
The city budget has set aside a limited amount to offer a reduced cost neighborhood dumpster rental. The total cost is $134. Applicant must find two neighbors willing to participate and sign the application. Please contact City Hall at 801-525-2701 to obtain additional information and schedule drop-off and pick-up times.

Community Development Block Grant (CDBG)
Clearfield City, and all other entitlement communities, develop their own programs and funding priorities and consult with local residents before making final decisions. All CDBG activities must meet one of the following national objectives:
Benefit low- and moderate-income persons
Aid in the prevention or elimination of slums and blight
Meet certain community development needs having a particular urgency
Affordable Housing
Clearfield City may use CDBG grants to help moderate-income families purchase a home through the Down-Payment Assistance Program. To find out if funds for this program are available in the current program year please call the Davis Community Housing Authority at 801-939-9198.

Lead-Based Paint was banned for the use in houses in 1978, however, in houses built before 1978, there is a possibility that Lead-Based Paint is still present. Dust from Lead-Based Paint is the leading cause of lead poising in children which is a serious and preventable environmental health problem for every community. In children, elevated lead exposure can cause decreased IQ, damage to the nervous system, and a range of other developmental and behavioral problems. In Clearfield City there are residences that were built before 1978 which makes it important for information regarding this type of paint to be made available to our residents. Clearfield City receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing & Urban Development on an annual basis. As part of the 2017-2018 program year the City has allocated funding towards two new programs. These programs are to assist owner-occupied residents with Emergency Home Repairs and Housing Rehabilitation. Since these funds are in the form of a grant there are income limits that must be followed. Applications are to be submitted to the Davis Community Housing Authority. Clearfield City is an entitlement community that receives federal funding to help meet the housing and community development needs of the city. Grants are provided on an annual basis to entitled communities, which include Clearfield City. Funds received help carry out a wide range of community development activities directed toward economic development, neighborhood revitalization, and improved community facilities and services. As an entitlement community, the City is required to prepare the following reports: 5-Year Consolidated Plan, One-Year Action Plan as well as a Consolidated Annual Performance Evaluation Report (CAPER).
