    In order to administer the program, including processing applications, determining eligibility, and authorizing bill payments, EOC does not accept applications directly but instead collaborates with local partners.

    What Other Assistance is Available?

    EOC encourages qualified applicants to apply for both Bill Payment Assistance and the Colorado Low-Income Energy Assistance Program (LEAP) at the same time. LEAP is a state-run assistance program that offers eligible households help paying their energy bills. Applications are accepted each year between 11/1 and 4/30. After Angie contacted Energy Outreach Colorado, we were able to assist her with paying her utility bills and make some energy-saving improvements to her home.

    Impact

    21,747 households were assisted by EOC through the Bill Payment Assistance Program in 2021. In addition to assisting with past due bills, EOC and its partner organizations work to enroll applicants in additional EOC programs to help reduce energy costs and guarantee their homes are secure and comfortable.
