In the unincorporated areas of the County and in some incorporated areas, the Summit County Department of Sanitary Sewer Services manages wastewater collection, transportation, and treatment systems.
In the unincorporated parts of the County and in some municipalities, the County runs and maintains a wastewater collection, transportation, and treatment system. These areas are part of the Summit County Metropolitan Sewer District, also known as the “Sewer District.” The Executive’s Department of Sanitary Sewer Services (“DSSS”) oversees the sanitary sewer system in the Sewer District. The County’s treasury is deposited with the user fees and other charges that DSSS prepares and collects for the sewer bills. DSSS is independent of the County’s general operating funds because the funds it manages are enterprise funds. The County Council has the power and responsibility to determine the fees and rates paid by sanitary sewer system users. Based on studies conducted by independent consultants and the requirement that the system be self-supporting, the Executive submits recommendations to the Council via DSSS regarding those rates and charges.
Five wastewater treatment facilities, 115 wastewater pumping stations, and roughly 1009 other facilities are under the control of the Sewer District. 46 miles of sanitary sewers transport wastewater to facilities owned by the County, the Northeast Ohio Regional Sewer District, Stark and Portage Counties, the cities of Akron, Barberton, and Twinsburg, as well as to those facilities. The Fishcreek and Springfield wastewater treatment plants, which have an 8-person operating capacity each, are among the county-owned wastewater treatment facilities. 0 and 4. 0 million gallons per day (“mgd”), respectively. The Fishcreek plant processed an average of four tons per day in 2021. 5804 mgd, compared to the Springfield plant’s 2 average daily flow 7679 mgd. Sewer system assets had a non-depreciated value of about $210 million at the end of 2021.
